Basically,for those who don't understand ,this song quite accurately describes the feelings and condition of a bi-polar person at a point where they're in a lighter,relatively less depressed mood.
The inconsistency regarding the desire to live,changing by the hour is described in the main line "aaj phir jeene ki tamanna hai,aaj phir marne ka irada hai".
This song is more of a lyrical representation of a bi-polar person's moods when they're ecsatic,rather than depressed,while it does provide glimpses of the greyer,bluer side of things,which gives bi-polar people the name "manic depressives".
"Koi na roko dil ki udaan ko" represents the bi-polar person's uncontrollable desire,the feeling that they don't want restriction on what to feel and when to feel, and when to show those feelings...and especially,how much to feel,and how strongly.Bi-polar people are uncontrollably emotional.When on a high,they are so ecstatic,they want to soar[main hoon ghubaar ya toofan(storm) hoon...koi bataye main kahaan hoon]...but they're afraid of falling, and in spite of being sure of their intense feelings, don't know "main kahaan hoon"...that is a cry for support and direction.
"Apne hi bas mein nahi main..." is self-explanatory and the aptest line in the song.
"Kal ke andhero se nikal ke .." shows the change in moods,from dark, to bright,where everything seems beautiful [phool hi phool zindagi bahaar hai,taye kar liya]
Maybe Gulzar didn't write this song with this intention,or maybe he did,but for me,this song is s stroke of genius.Unforgettable.
It brings me very close to tears.
